The Government of Cuba shall never enter into any treaty or other compact with any foreign power or powers which will impair or tend to impair the independence of Cuba, nor in any manner authorize or permit any foreign power or powers to obtain by colonization or for military or naval purposes, or otherwise, lodgment in or control over any portion of said island. Article II. The Government of Cuba shall not assume or contract any public debt to pay the interest upon which, and to make reasonable sinking-fund provision for the ultimate discharge of which, the ordinary revenues of the Island of Cuba, after defraying the current expenses of the Government, shall be inadequate. Article III. The Government of Cuba consents that the United States may exercise the right to intervene for the preservation of Cuban independence, the maintenance of a government adequate for the protection of life, property, and individual liberty, and for discharging the obligations with respect to Cuba imposed by the Treaty of Paris on the United States, now to be assumed and undertaken by the Government of Cuba. . . . The Government of Cuba will execute, and, as far as necessary, extend the plans already devised, or other plans to be mutually agreed upon, for the sanitation of the cities of the island, to the end that a recurrence of epidemic and infectious diseases may be prevented, thereby assuring protection to the people and commerce of Cuba, as well as to the commerce of the Southern ports of the United States and the people residing therein.... Article VII. To enable the United States to maintain the independence of Cuba, and to protect the people thereof, as well as for its own defense, the Government of Cuba will sell or lease to the United States lands necessary for coaling or naval stations, at certain specified points, to be agreed upon with the president of the United States. What Led to the Creation of the Platt Amendment? The Platt Amendment came about as a result of the Spanish-American War, which occurred in 1898. During the roughly four months that the war lasted, the United States had a large military presence in Cuba, which it was ready to use to protect the US against Spanish attacks and protect US economic interests in Cuba. The day before the US entered the Spanish-American War, the Teller Amendment was passed by Congress. President William McKinley gave a speech asking Congress to allow the US to use its naval and military forces to help Cuba achieve independence, and Congress agreed but also passed the Teller Amendment, which placed limits on the US’s involvement. The Teller Amendment stated that the US couldn’t annex Cuba. Instead, the US had to help Cuba achieve stable independence, then withdraw its troops from the island once that had been achieved. This assuaged Congressional fears that President McKinley was hoping to annex Cuba. Summary: Platt Amendment APUSH The Platt Amendment was one of the most important events in Cuba-US relations. A simple Platt Amendment definition is that it an amendment passed in 1901 that provided guidelines that allowed the US to maintain influence in Cuba after Cuba achieved independence. What did the Platt Amendment do? It gave the US the right to have a naval base in Cuba, intervene in Cuban affairs, and control Cuba’s agreements with other countries, among other things. Belt Idioms Belt Idioms Belt Idioms By Maeve Maddox A striking headline from The Daily Beast got me thinking about all the expressions that make use of the noun belt: The Rustbelt Roars Back From the Dead I thought a post about belt idioms might be especially useful to ESL speakers. A belt is a strip of flexible material, such as leather, plastic, cloth, used with or without a buckle for wear (usually) around the waist. Some idioms are based on a belt’s narrow shape, like the following epithets for different sections of the United States. Corn Belt This term refers to the region in the north-central Midwest of the United States where corn (maize) and corn-fed livestock are raised. The Corn Belt extends from western Ohio to eastern Nebraska and northeastern Kansas. Cotton Belt This is the region of the South and Southwestern sections of the United States where much cotton is grown. Rust Belt Regions in the Midwest and Northeast that were once centers of manufacturing but which have become the sites of obsolete, abandoned factories are collectively known as the Rust Belt. Bible Belt Sections of the United States, especially in the South and in Middle West, where many residents hold fundamentalist religious beliefs, has long been referred to as the Bible Belt. The AP Stylebook warns journalists to use the term with care â€Å"because in certain contexts it can give offense.† Sun Belt Those states in the South and West, ranging from Florida and Georgia through the Gulf states into California are often referred to as the Sun Belt. Other belt idioms are based on the use of the belt as an article of clothing. to tighten one’s belt The meaning is â€Å"to spend less money.† A person who must spend less money on groceries may be forced to eat less and lose weight as a result. Losing weight makes it possible to fasten a belt more tightly. Example: Just as families and businesses across the nation have tightened their belts, so must the federal government. to get something under your belt This means â€Å"to complete some endeavor seen as necessary.† Example: Aled Davies has his first Grand Prix under his belt. to hit below the belt The meaning is â€Å"to take unfair advantage of someone.† In boxing, striking an opponent below the belt is against the rules. Example: Sarkozy hits below the belt as race for Elysà ©e hots up a belt and braces approach (British) a belt and suspenders approach (American) This refers to a way of doing things that involves more than the usual amount of caution. Either a belt or a pair of braces or suspenders is sufficient to hold up one’s trousers. Using both is excessive. Example: The combination of these factors- change in key staff and rapid growth- meant that there needed to be a â€Å"belt and braces†Ã‚  approach  to quality management  and staffing.   Constitutional protections seem to represent a belt and suspenders approach. put a notch on one’s belt This idiom can mean â€Å"to defeat an opponent† or t†o add something to a collection.† According to the lore of the Old West, every time a gunfighter killed a man, he cut a notch on his gun handle or along the edge of his gun belt. This bill is brought by the Cherokee nation, praying an injunction to restrain the state of Georgia from the execution of certain laws of that state, which, as is alleged, go directly to annihilate the Cherokee as a political society, and to seize for the use of Georgia, the lands of the nation which have been assured to them by the United States, in solemn treaties repeatedly made and still in force. If courts were permitted to indulge their sympathies, a case better calculated to excite them can scarcely be imagined. A people, once numerous, powerful, and truly independent, found by our ancestors in the quiet and uncontrolled possession of an ample domain, gradually sinking beneath our superior policy, our arts and our arms, have yielded their lands, by successive treaties, each of which contains a solemn guarantee of the residue, until they retain no more of their formerly extensive territory than is deemed necessary to their comfortable subsistence. To preserve this remnant, the present application is made. Before we can look into the merits of the case, a preliminary inquiry presents itself. Has this court jurisdiction of the cause? The third article of the constitution describes the extent of the judicial power. The second section closes an enumeration of the cases to which it is extended, with "controversies between a state or citizens thereof, and foreign states, citizens or subjects." A subsequent clause of the same section gives the supreme court original jurisdiction, in all cases in which a state shall be a party. The party defendant may then unquestionably be sued in this court. May the plaintiff sue in it? Is the Cherokee nation a foreign state, in the sense in which that term is used in the constitution? The numerous treaties made with them by the United States, recognise them as a people capable of maintaining the relations of peace and war, of being responsible in their political character for any violation of their engagements, or for any aggression committed on the citizens of the United States, by any individual of their community.

Bilingual Education and the Cycle of Native Language

The original objective of bilingual education was to ensure students would not fall behind academically because of a poor command of English and to gradually teach them English as a second language. If language-minority students were taught some subjects in their native tongue, proponents insisted, they potentially could learn English without sacrificing content knowledge. But bilingual education†s critics argue that the approach keeps students in a cycle of native language dependency that ultimately inhibits significant progress in English language acquisition. Proponents counter that if students first learn to read in the language they are fluent in and then transfer the skills over to English-their second language-they will develop stronger literacy skills in the long term. Plus, they argue that in an increasingly global society, schools, far from discouraging native-language retention, should work to help students maintain their native tongues, even as they also teach them English. Complicating the debate is the range of programs that, by some people†s definition, fall under the umbrella of bilingual education. Some use bilingual education to refer only to transitional bilingual education or two-way bilingual programs while others consider any program designed for students with limited proficiency in English to be â€Å"bilingual.† For instance, they may refer to English-as-a-second-language programs, where students are typically taught solely in English, as bilingual education. Public sentiment against transitional bilingual education has been growing. On June 2, 1998, California voters overwhelmingly approved Proposition 227, an initiative that largely eliminated bilingual education from the state†s public schools. Under the California initiative, most LEP students in that state are now placed in English-immersion programs. Arizona voters followed suit by passing Proposition 203, a measure similar to the California initiative, on Nov. 7, 2000. While the California initiative reduced the percentage of LEP children in bilingual education from 29 percent to 12 percent, the Arizona initiative is expected to end bilingual education because, unlike the California initiative, it makes it very difficult for parents to seek waivers from English immersion that would permit some bilingual education to continue. Arizona officials expect to implement the law by fall 2001. Despite the â€Å"English only† message that Propositions 227 and 203 bear, the debate over how best to instruct linguistically diverse students is far from decided nationwide.
